I used the following items to make this card.
Stamps: Whiff of Joy, Stampin' Up
Copics
Wink of Stella 
Various ink pads
Smooth card stock
Below is the inks I used to make my background paper.
I also masked off where I don't want the color to go.
I'm having fun making my own designer paper
